In 1954, the late Bishop Ronald Owen Hall purchased a decommissioned landing craft from the British Royal Navy and named it “Our Lord’s Ship St.Simon”. The ship has become a dormitory for fishermen and poor children. Subsequent to receiving funding from the Hong Kong government, and continued support from other associations, churches, and enthusiastic people around the world, the service scope of “St. Simon” gradually spread to education, social services, and medical care. The services units include student dormitories, child care centres, game centres, counseling services, youth vocational training, elderly services, as well as medical and dental clinics, etc.
In the 1980s, as the economy became more prosperous and affected by economic transformation, and the number of fishermen and poor children dropped sharply, the organization gradually reduced various targeted services.
In the 1990s, the organization concentrated resources on pre-school education services. In view of the change in the direction of service, the organization in 1995, in line with the provision of services, changed the name of from “O.M.S. St. Simon Home for Fishermen’s and Workmen’s children” to “Sheng Kui Hui St. Simon’s Social Service.
In 2004, in order to improve management and respond to the changing needs and expectations of the society, the executive committee decided to entrust the management and operation of St. Simons to the Hong Kong Sheng Kung Hui Welfare Council so that the work of the organization can continue under professional leadership serving audiences in need flexibly and cost-effectively.
In 2021, the service office completed the legal procedures for incorporation and has become an independently registered charitable organization, which will help strengthen the organization’s governance and development space.
